Revisiting the Environmental Duties of Public Utility Commissions (2006)

This report reviews the statutory of authority commissions, which are apparently more extensive than many people believe. For example, public utility commissions in many states have the explicit authority to consider issues such as facilitating siting, energy conservation programs, and renewable energy development. This report describes these various authorities and includes an index with a state-by-state survey of statutory authority to include environmental considerations.
